Commerce’s National Oceanic and Atmospheric Administration (NOAA) awarded a $73.6 million American Recovery and Reinvestment Act contract to Marinette Marine Corporation located in Marinette, Wisconsin, for the construction of a new fisheries survey vessel, which will dramatically improve NOAA’s ability to conduct surveys for fish, marine mammals and turtles off the U.S. “Thanks to the Recovery Act, this new vessel will greatly enhance our understanding of our ocean resources and play a vital role in supporting NOAA’s mission,” said Jane Lubchenco, Ph.D., Under Secretary of Commerce for Oceans and Atmosphere and NOAA Administrator.” (More)

U.S. Deputy Secretary of Commerce Dennis Hightower joined Vice President Joe Biden to kick off the groundbreaking of an American Recovery and Reinvestment Act (ARRA) project, with funds administered by Commerce’s Economic Development Administration (EDA). EDA obligated all $147 million of its Recovery Act funds one full year ahead of schedule. The U.S. Commerce Department’s Bureau of Economic Analysis today released personal income and outlays for February 2010. Personal income and real disposable income were nearly unchanged in February. Real personal consumption expenditures increased 0.3 percent. “Today’s data indicate that, as the Administration’s economic recovery efforts have pulled us back from the brink and taken hold, American families have been able to save more and improve their financial positions,” U.S. Commerce Under Secretary for Economic Affairs Rebecca Blank said. U.S. Commerce Secretary Gary Locke held a press conference call with Sen. Jeff Bingaman (NM), Sen. Tom Udall (NM), Rep. Jim Matheson (UT), Rep. Ben Lujan (NM) and former New Mexico Governor Toney Anaya and announced a $32 million Recovery Act grant to the Navajo Nation in Arizona, New Mexico and Utah that will help bridge the technological divide, boost economic development, create jobs, and improve education and health care. U.S. Commerce Secretary Gary Locke announced two American Recovery and Reinvestment Act (ARRA) investments to help bridge the technological divide, improve education, and increase economic opportunities for low-income families in New York, New York and Los Angeles, California. A specially-equipped NOAA jet conducted aerial surveys of earthquake-stricken Haiti on Jan. 17 and 18 as part of the agency’s effort to help responders assess damage and plan recovery efforts. The U.S. Commerce Department’s National Institute of Standards and Technology (NIST) has awarded more than $123 million in American Recovery and Reinvestment Act grants to support the construction of new scientific research facilities at 11 universities and one non-profit research organization. With ultimate research targets ranging from off-shore wind power and coral reef ecology to quantum physics and nanotechnology, the 12 projects will launch more than $250 million in new laboratory construction projects beginning early this year. Secretary Gary Locke joined Vice President Joe Biden to host a Middle Class Task Force meeting on the future of manufacturing. At the meeting, Biden announced the administration’s support for up to $10 billion in additional funding for a successful Recovery Act program to accelerate job growth in clean energy manufacturing—tripling the funding of the Recovery Act’s Advanced Energy Manufacturing Tax Credit. The first-ever 7,300-mile Atlantic Ocean crossing by an unmanned underwater glider is opening up a new world of ocean technology. A ceremony on Dec. 9 in Baiona, Spain, will celebrate the partnership effort among the U.S. interagency Integrated Ocean Observing System (IOOS) through Rutgers University, NOAA, Puertos Del Estado (Spanish Port Authority), the National Oceanographic Partnership Program, and other European partners. “It is through efforts like this that we will continue to learn more about the wonders of the ocean at a critical time for our planet,” said Richard Spinrad, NOAA assistant administrator for oceanic and atmospheric research. The Commerce Department’s U.S. Bureau of the Census released data on new residential construction in August 2009. Permits rose 2.7 percent in August and have increased 16.3 percent from their low in April, after plummeting a total of 78.0 percent between September 2005 and April 2009. Starts have followed a similar pattern, increasing 1.5 percent in August. “The upturn in housing activity and the recent gains in retail sales and industrial production demonstrate considerable progress toward recovery. Commerce Secretary Gary Locke announced over $11.9 million in Economic Development Administration (EDA) American Recovery and Reinvestment Act (ARRA) grants to help seven states boost private investment and create new jobs. The grants will make water treatment facility upgrades in Kentucky; help build an access road to serve an industrial park in Minnesota; help make roadway updates to improve access to an industrial park in Illinois; help build water and sewer infrastructure needed to spur business development in Georgia; convert an existing building for use as a regional vocational training facility in Idaho; expand an existing dock and install a crane to boost the commercial fishing sector in Alaska, and extend an avenue and provide water infrastructure in Washington state.

U.S. Commerce Secretary Gary Locke announced $7.6 million in Economic Development Administration (EDA) American Recovery and Reinvestment Act (ARRA) grants to help four states boost private investment and create new jobs. The grants will: establish a bio-medical manufacturing and business park in Illinois; develop an industrial area in Florida; provide rail service to a technology park in South Carolina and expand an industrial park to accommodate new and existing industry in Michigan.

Secretary of Commerce Gary Locke traveled to Massachusetts to highlight the Obama administration’s efforts to turn around the economy by supporting innovation and spurring clean energy job growth. The U.S. Department of Commerce has launched an interactive map indicating the project locations of communities and recipients funded by the 2009 American Recovery and Reinvestment Act (ARRA) on www.commerce.gov/recovery. Commerce’s National Institute of Standards and Technology (NIST) announced that it was awarding a total of over $55 million in grants to four universities for the construction of new scientific research facilities. The grants, which were funded under the American Recovery and Reinvestment Act of 2009, are contributing to four major construction projects to build state-of-the-art laboratory facilities devoted to a broad range of research topics, including the study of improved construction techniques to reduce losses from hurricanes, improved technologies for aquaculture, better methods and information to help preserve and maintain marine ecosystems, and advanced physics research in areas such as biophysics and nanoengineering. Today’s report showed that U.S. nominal retail sales rose 0.5% in May. Motor vehicle and parts sales also rose 0.5% in May. Gasoline sales increased 3.6%, partly reflecting the renewed rise in prices, while other sales edged up 0.1%. “Today’s numbers reflect improving consumer confidence. The Recovery Act is making life a little easier for families and businesses, and there are early signs of progress across the country. Locke highlighted the Broadband Initiatives funded in the American Recovery and Reinvestment Act (ARRA), which are critical for building a 21st century information infrastructure and creating jobs in unserved, underserved and rural communities across the country. ”Access to high-speed Internet networks opens doors to the world. . . and is fundamental to this country’s economic growth,” Locke said.

Commerce’s National Oceanic and Atmospheric Administration (NOAA) NOAA has begun accepting proposals for coastal habitat restoration projects under the American Recovery and Reinvestment Act of 2009. The effort will foster healthy and resilient American communities while generating and protecting jobs for the thousands of people whose task it will be to restore valuable coastal and marine habitat. NOAA anticipates that up to $170 million may be available for coastal and marine habitat restoration; typical awards are expected to range between $1.5 million and $10 million. (More)
