Secretary of Commerce Penny Pritzker Highlights U.S. Commitment to Doing Business In Africa

Secretary Pritzker Joins Mayor Bloomberg and President Obama at the U.S.-Africa Business Forum

Yesterday, at the U.S.-Africa Business Forum, U.S. Secretary of Commerce Penny Pritzker highlighted a number of Commerce Department efforts to help more American businesses explore opportunities in Africa’s fast-growing markets. The Forum, focused on trade and investment opportunities on the continent, was part of President Obama’s three-day U.S.-Africa Leaders Summit, the largest event that any U.S. president has ever convened with African heads of state or government.

Co-hosted by the Department of Commerce and Bloomberg Philanthropies, the U.S.-Africa Business Forum was created to encourage greater U.S. investment in Africa, foster business deals, and help create jobs on both sides of the Atlantic. During remarks at the Forum, President Obama announced that U.S. businesses have already committed to investing $14 billion in clean energy, aviation, banking, and construction projects, among other commitments totaling more than $33 billion that support economic growth in Africa and thousands of U.S. jobs.

The Commerce Department leads the Doing Business in Africa (DBIA) campaign, which was launched in 2012 as part of the President Obama’s “U.S. Strategy Toward Sub-Saharan Africa.” DBIA aims to increase U.S. trade promotion to Africa, address market barriers, expand the availability of trade financing, and attract more American companies to explore sub-Saharan Africa trade and investment opportunities.

In an op-ed published by Forbes, Secretary Pritzker and Michael Bloomberg touted the business deals signed during the forum and made the case for Africa as a prime investment location. “We know what is possible when American companies work hand-in-hand with African counterparts: we can help raise living standards and pave the way for future growth.” One example of the benefits of these partnerships can be seen through IBM, who opened Africa’s first major commercial technology research lab in Kenya to pioneer consumer-facing innovations aimed at African markets. This forum was only the beginning, and highlighted American companies willingness to increase their economic partnerships and investment in Africa.

President Obama Announces New Steps to Promote Manufacturing, Increase U.S. Exports

Last Friday, President Obama visited the Boeing assembly facility in Everett, Washington to announce new steps to promote American manufacturing and increase U.S. exports. Manufacturing represents nearly 60 percent of total U.S. exports, and Boeing, whose CEO Jim McNerney is Chair of the President's Export Council (PEC), is one of the country’s leading exporters of manufactured goods with more than $34 billion in total exports in 2011. The PEC is chartered  to advise the president on real ways to boost innovation, competitiveness, and trade for American businesses. Mr. McNerney brings great skill and know-how to the PEC.

The Obama administration has provided important support to Boeing’s export success, and the president has made unprecedented efforts to open up markets for American goods and to level the playing field for all American companies.  Over the past year, the president has signed into law a series of trade agreements that will provide a major boost to our exports by making it easier for American companies to sell their products in South Korea, Colombia, and Panama. In addition, record-setting efforts at the Export-Import Bank–through direct loans, credit guarantees, and credit insurance–have helped U.S. exports remain on target to meet the president’s goal to double exports between 2010 and 2015.

Commerce Secretary Bryson Announces Grant to Stimulate Job Growth and Business Development

U.S. Commerce Secretary John Bryson today announced a $2.8 million Economic Development Administration (EDA) grant to the city of Palm Bay, Fla., to make critical roadway infrastructure improvements needed to help a major local employer expand its operations. The project is expected to create 180 jobs and generate $100 million in private investment, according to grantee estimates.

“The Obama administration is committed to helping stimulate job growth and business development,” Bryson said. “This grant will fund vital infrastructure in the community and help bring high-quality jobs and economic growth to Palm Bay.”

Putting Americans back to work is President Obama’s top priority. His American Jobs Act would put more money in the pockets of American families and do so without adding a dime to the deficit. In Florida, 410,000 firms would receive a payroll tax cut under the American Jobs Act, and a typical household in Florida, with a median income of around $46,000, would receive a tax cut of around $1,430.  Release

Forty-Six U.S. Business Executives to Join Secretary Locke in China and Indonesia for Clean Energy Trade Mission

Following a tour of the company’s manufacturing facility, Locke held a town hall meeting to highlight government resources available to businesses interested in selling their goods and services abroad. Commerce Department Grant Advances President Obama's Commitment to Creating Jobs, Strengthening Economy in Central Florida

U.S. Commerce Secretary Gary Locke announced a $2 million Economic Development Administration (EDA) grant to the Titusville-Cocoa Airport Authority of Titusville, Florida, to assist in the expansion of the Bristow Academy, a major helicopter pilot training facility, and create new Central Florida aerospace sector jobs. The project is expected to save 155 jobs, create 97 jobs and generate $2 million in private investment, according to grantee estimates. (More)

U.S. Commerce Secretary Gary Locke opened the Presidential Summit on Entrepreneurship at the Ronald Reagan International Trade Center addressing hundreds of entrepreneurs, business leaders, educators, and stakeholders from over 50 countries on five continents. Together with President Obama, the Commerce and State Departments hosted the summit, highlighting the work and talents of entrepreneurs from Muslim-majority countries and Muslim communities around the world. Deputy Secretary Hightower Joins Vice President Biden in Pennsylvania for Groundbreaking of ARRA Project

U.S. Deputy Secretary of Commerce Dennis Hightower joined Vice President Joe Biden to kick off the groundbreaking of an American Recovery and Reinvestment Act (ARRA) project, with funds administered by Commerce’s Economic Development Administration (EDA). EDA obligated all $147 million of its Recovery Act funds one full year ahead of schedule. Responding to aggressive goals set out by President Obama and Vice President Biden, the agency acted expeditiously. Recovery Act funds were delivered to communities where they were needed most. Commerce Department Releases Open Government Plan

In response to President Obama’s Open Government Directive, the Department of Commerce released its first iteration of its Open Government Plan. The plan creates a process for making more data available to the public and identifies three flagship Open Government initiatives that help make the Commerce Department more accessible and interactive. Secretary Locke Visits Chicago, Outlines Plans to Create American Jobs Through Exporting

U.S. Commerce Secretary Gary Locke is at the University of Chicago for an export promotion forum with U.S. Sen. Dick Durbin to discuss President Obama’s National Export Initiative (NEI) and what it will do to help U.S. companies, especially small- and medium-sized businesses, sell more of their goods and services overseas. Also speaking at the forum are U.S. Trade Representative Ron Kirk, SBA Administrator Karen Mills, and Export-Import Bank Chairman Fred Hochberg. Secretary Locke Explains Impact of New Health Care Legislation on Business

The Wall Street Journal today published an opinion piece by U.S. Commerce Secretary Gary Locke on how reform of the American health care system will benefit businesses, helping them grow and become more competitive. “President Obama began his campaign to reform the American health-care system focused on three goals: protecting Americans' choice of doctors and health plans, assuring quality and affordable health care for all Americans, and reducing costs for families and businesses,” Locke wrote. Francisco J. Sánchez was sworn in today as Under Secretary of Commerce for International Trade after receiving a recess appointment from President Obama. U.S. Commerce Deputy Secretary Dennis Hightower administered the oath of office to Sánchez who will direct the Department of Commerce’s International Trade Administration (ITA). Francisco Sánchez and Eric Hirschhorn Named to Posts as Under Secretaries of Commerce

Francisco J. Sánchez will direct the Department of Commerce’s International Trade Administration as Under Secretary of Commerce for International Trade, and Eric L. Hirschhorn will lead the Department’s Bureau of Industry and Security as Under Secretary of Commerce for Export Administration after receiving recess appointments from President Obama Saturday. Sánchez and Hirschhorn could serve in their jobs through the end of 2011, when the next Senate finishes its term, or until they are nominated and confirmed to their posts. U. S. Commerce Secretary Gary Locke traveled to Dublin, Ohio to talk to Americans about the administration’s plan to increase the sales of exports and support the creation of high-paying jobs through President Obama’s recently announced National Export Initiative (NEI). Secretary Locke Convenes Trade Promotion Coordinating Committee Meeting

In response to President Obama's recently-unveiled goal of doubling American exports over the next five years with the National Export Initiative (NEI), U.S. Secretary of Commerce Gary Locke hosted the second meeting of the Trade Promotion Coordinating Committee (TPCC) at the department. The TPCC, established in 1992, is an interagency group chaired by the Secretary of Commerce to establish trade promotion priorities that boost exports and create jobs. Later, he hosted a press conference with TPCC members, including Agriculture Secretary Vilsack, U.S. Trade Representative Ambassador Kirk, Small Business Administration Administrator Mills and others.

President Obama signed the Travel Promotion Act of 2009 (TPA) into law, putting into place a new public-private partnership between the U.S. government and the nation’s travel and tourism industry. The U.S. Department of Commerce is mobilizing to assist in the earthquake relief efforts in Haiti. “In response to President Obama’s pledge of support, the Department of Commerce has mobilized resources to assist the Haitian people,” said Commerce Secretary Gary Locke. Commerce’s NOAA is sending a multi-tiered disaster response team to conduct emergency surveys and damage assessment of key Haitian ports. U.S. Commerce Secretary Gary Locke will participate in a forum on Jobs and Economic Growth Thursday, Dec. 3, at the White House. The forum is an opportunity for President Obama and the economic team to hear from CEOs, small business owners, labor leaders and nonprofit heads about ideas for continuing to grow the economy and put Americans back to work. Locke will moderate a panel discussion on competitiveness and job creation with Christina Romer, Chair of the Council of Economic Advisers, and make remarks at the closing session before introducing President Obama. Secretary Locke to Attend APEC Singapore Ministerial Meetings

U.S. Commerce Secretary Gary Locke will be in Singapore and China the next six days, focused on an agenda that seeks to create jobs at home by making U.S. businesses more competitive in some of the fastest growing economies in the world. Locke will attend the Asia-Pacific Economic Cooperation (APEC) ministerial meeting in Singapore through Sunday and then head to Beijing for three more days of events. Senate Confirms Dr. Patrick Gallagher as 14th NIST Director

The U.S. Senate confirmed Dr. Patrick D. Gallagher by unanimous consent last evening as the 14th director of the U.S. Commerce Department’s National Institute of Standards and Technology (NIST). Gallagher has worked at NIST since 1993 as a scientist and as a laboratory director. He has carried out the functions of the director in his current position as deputy director since September 2008. Commerce Supports President Obama's Smart Grid Announcement through Accelerated Standards Effort

The U.S. Department of Commerce is engaged in expedited efforts to support President Barack Obama’s announcement today of federal grants to 49 states for investments in a nationwide Smart Grid. A draft set of accelerated Smart Grid standards—recently unveiled by Commerce Secretary Gary Locke and currently open for public comment—will help ensure that smart meters, sensors and other devices funded through the grants program work together seamlessly for a robust and reliable nationwide electricity system that saves energy and allows greater use of clean-energy technologies. U.S. Secretary of Commerce Gary Locke joined President Barack Obama in honoring the 2008 National Medal of Technology and Innovation recipients in a ceremony at the White House. Announcing the recipients Sept. 17, Secretary Locke said, “Innovation is the key to our economic recovery, and the medical and telecommunication advances of the 2008 medalists are truly awe-inspiring.” The award recognizes individuals or companies for their outstanding contributions to the promotion of technology for the improvement of the economic, environmental, or social well-being of the United States. At lunchtime, Commerce Secretary Gary Locke, Housing and Urban Development Secretary Donovan and Education Secretary Duncan participated in the Department of Education’s summer reading initiative, “Read to the Top!” During the reading, Secretary Locke read, “Those Shoes,” a picture book by Maribeth Boelts to a group of District of Columbia grade school students. The Department has partnered with community organizations nationwide to combat summer reading loss in response to President Obama’s national volunteer campaign, “United We Serve,” which challenges all Americans to engage in sustained, meaningful service to meet growing social needs resulting from the economic downturn.

Locke Announces $45 Million in Grants to Accelerate Manufacture and Deployment of Next-Generation Batteries, Vehicles

U.S. Commerce Secretary Gary Locke announced three grants to accelerate the manufacturing and deployment of the next generation of U.S. batteries and electric vehicles in America. Ten million dollars will go to Smith Electric; $30 million to Ford Motor Company; and $5 million to Missouri University of Science and Technology. These grants are part of 48 new advanced battery and electric drive projects President Obama announced today that will receive $2.4 billion under the American Recovery and Reinvestment Act (ARRA) and create tens of thousands of new jobs. Commerce Department Launches U.S. Recovery Act Project Funding Map

The U.S. Department of Commerce has launched an interactive map indicating the project locations of communities and recipients funded by the 2009 American Recovery and Reinvestment Act (ARRA) on www.commerce.gov/recovery. Five agencies of the Department of Commerce (NTIA, EDA, NIST, NOAA and the U.S. Census Bureau) received a total of $7.9 billion for U.S. job creation and economic growth as part of the historic economic stimulus bill signed by President Obama in February, 2009. U.S. Commerce Secretary Gary Locke delivered remarks at a U.S.-Russia Business Summit in Moscow where CEOs and business leaders from both countries presented recommendations to expand bilateral commercial cooperation. The Secretary was joined by Russian Minister of Economic Development Elvira Nabiullina. Presidents Obama and Medvedev also addressed the summit. On Monday, the Presidents announced that Locke and Nabiullina would co-chair the Business Development and Economic Relations Working Group as part of the newly formed U.S.-Russian Bilateral Presidential Commission between the two countries. Secretary Locke to Accompany President Obama to Russia

U.S. Commerce Secretary Gary Locke will travel to Moscow, July 6-8, in conjunction with the Presidential Summit Meeting between Presidents Obama and Medvedev. Locke will represent the administration at a private sector Business Summit where U.S. and Russian business leaders will present recommendations to expand bilateral commercial cooperation. This will be Locke’s first overseas trip as Secretary of Commerce. While in Moscow, he will meet with the Minister of Economic Development Elvira Nabiullina to discuss U.S.-Russian economic and commercial relations and Russia’s integration into the global economy. In an effort to inspire Americans to serve their communities, Commerce Secretary Gary Locke visited a homeless shelter in Mesa, Ariz. as part of the President’s summer service initiative, ‘United We Serve,’ focusing on four key areas: energy and the environment, health care, education and community renewal. Locke joined other senior officials in the Obama administration, including fellow Cabinet members and the First Lady, who participated in service projects on Monday in communities across the country. Secretary Locke Announces Administration's New Initiative to Aid American Businesses

U.S. Commerce Secretary Gary Locke announced a new Obama Administration initiative designed to streamline government bureaucracy and bring services and solutions directly to businesses and entrepreneurs creating and sustaining jobs. Locke made his announcement at the Detroit Economic Club’s National Summit. The new initiative will be launched this summer in the Detroit area. NIST, DOD, Intelligence Agencies Join Forces to Secure U.S. Cyber Infrastructure

Commerce’s National Institute of Standards and Technology (NIST), in partnership with the Department of Defense (DOD), the Intelligence Community (IC), and the Committee on National Security Systems (CNSS), has released the first installment of a three-year effort to build a unified information security framework for the entire federal government. Historically, information systems at civilian agencies have operated under different security controls than military and intelligence information systems. This ongoing effort is consistent with President Obama’s call for “integrating all cybersecurity policies for the government” in his May 29 speech on securing the U.S. cybersecurity infrastructure. Secretary Locke Announces Recovery Act Grant to Create Jobs, Boost Development in Montana
